This is the Budget tab, with only line entry changed. Open the budget and add a line: type a cost code and it's in, with the division inferred from the code so you never pick one. Most budgets are one standalone project; some are a parent whose child projects roll up into it.
Use the Project switch to flip between the two, or hit Walkthrough to see both. Greyed controls are stubbed, because this issue doesn't change them.
